Para-transit service, or Mini-bus, is a public transportation service offered by The Jule for qualifying individuals who are unable to use the Jule's fixed-route bus service due to a disability. The Americans with Disabilities Act (ADA) has established standards and regulations to govern this service. Rides can be requested to and from any location within the City of Dubuque or East Dubuque.

The Mini-bus is a door-to-door service. The operator can assist the passenger to board and disembark the vehicle, as well as secure the mobility device in the vehicle. Operators are prohibited from entering a residence or business. If you need more assistance than The Jule staff are able to provide, you would need to have a personal care attendant (PCA) travel with you.

How to Apply


 Complete and return the eligibility application package. Once your application is received, you will be eligible for temporary service while your application is reviewed and processed.  The medical provider you note in your authorization will be contacted to provide verifaication to the status of your disability. Please let your doctor know that he/she will be receiving a request for information from the Jule.



 You will receive a letter from The Jule noting your status as approved or denied.  This letter will provide additional explanation of the eligibility criteria and your status.  The letter will also contain information regarding the appeal process.

The Mini-bus service is offered within the Dubuque City limits. If you have questions about a destination, please contact the Mini-bus Dispatch office for assistance. 

How do I reserve a ride?

Call The Jule Mini-Bus dispatch office to make a ride reservation during regular business hours. When requesting your ride, please remember to schedule your return trip if one is needed. 

A trip can be requested up to fourteen (14) days in advance. However, a trip must be scheduled at least 1 day in advance.
