PLEASE NOTE: To pay a bill online, you must create a new user account. Click on the "Pay a Utility Bill" link at the right to do so.
The City also offers a "paperless" billing option for customers who would prefer to receive their monthly bill notification through email. Customers who would like to participate can enroll by completing the online form or by calling 563-589-4144 during business hours. To enroll, customers must provide an email address, their account number, and their mailing address.
The City of Dubuque offers two convenient methods for electronic payment of your City utility bill or parking fines payment: Electronic Check or Credit Card.
Electronic Check provides quick and easy electronic transfer of funds from your checking account. Electronic Checks are limited to traditional checking accounts. We are not able to accept Electronic Checks drawn from savings accounts, money market accounts, IRAs or credit card checks. Debit cards with the MasterCard or Visa logo are processed as credit cards (see additional information below). If you choose to pay by electronic check, your bank statement will show a charge from: City of Dubuque. Electronic Check payments returned indicating non sufficient funds in the account may result in $15 NSF fee.
Credit Cards are another payment option we offer. The City accepts Visa, Mastercard, and Discover cards. Please note that a $5 convenience fee is charged per transaction. Debit cards with the MasterCard or Visa Card logo are processed as credit cards. Your credit card statement will show a charge from: City of Dubuque.
