The City of Dubuque is requesting all non-licensed rental properties to be licensed before August 1, 2015. Properties that are currently not licensed are subject to double license fees. Rental properties operating without a license that fail to obtain a license prior to August 1, 2015 will be subject to double license fees and a $750.00 municipal infraction. The City of Dubuque’s 10,000 rental units are periodically inspected by the Housing and Community Development Department for compliance with the Housing Code and to ensure that the units provide decent and safe rental housing. Each rental unit must be annually licensed and an annual fee is charged. All owners are required to comply with these requirements. Our department maintains an inventory of all licensed rental units, issues license applications, and receives all fees.
Our inspectors also respond to complaints from renters or neighbors if problems with a rental property occur. Owners are informed of all complaints and encouraged to be present at all inspections. A City Council-appointed Housing Code Appeals Board meets periodically to hear requests from landlords regarding code enforcement orders issued by inspectors.
Vacant & Abandoned Buildings
In addition, we maintain an inventory of all vacant and abandoned buildings as defined by Section 33 of the City Code of Ordinances. These buildings are required to be annually licensed and inspected, even if unoccupied, with the intent to encourage owners to refurbish and reoccupy vacated buildings.
