Community Development Block Grant
The primary objective of the CDBG program is the development of viable urban communities, by providing decent housing and a suitable living environment, and expanding economic opportunities, principally for persons of low-and moderate- income. CDBG is a federal program under the U.S. Department of Housing and Urban Development.

CDBG Consolidated Plan
Final Plan Approved
Every five years, HUD requires communities that receive CDBG funds to complete a Consolidated Plan, which sets goals and priorities for the funds. The Final Plan was accepted by Housing and Urban Development on September 13, 2025.
The Final Consolidated Plan includes the FY26 Annual Action Plan. The FY26 Annual Action Plan was also accepted by Housing and Urban Development on September 13, 2025.

Fiscal Year 2027 CDBG Annual Action Plan
The Fiscal Year (FY) 2027 Annual Action Plan is available for public comment from December 17 to January 16.
The U.S. Department of Housing and Urban Development (HUD) requires communities that receive Community Development Block Grant (CDBG) funds to complete a five-year Consolidated Plan that identifies general areas of need in the community and how to address them, particularly in the areas of housing, economic opportunity, and community development.
The Community Development Specialist is responsible for the development and administration of the Consolidated Plan. The Community Development Advisory Commission uses it for the planning, implementation, review, and assessment of the CDBG program.
Consistency with the Consolidated Plan
The City of Dubuque reviews applications to ensure the request for funding is consistent with the needs identified in the current Consolidated Plan.
Analysis of Impediments to Fair Housing
The Consolidated Plan regulations require local governments to submit a certification to affirmatively further fair housing. To accomplish this, the City conducts an analysis of impediments (AI) to fair housing choice and identifies actions to overcome barriers to fair housing identified by that analysis. The City is currently seeking public comment on the Draft Analysis of Impediments to Fair Housing. The FY25 Analysis of Impediments to Fair Housing will be updated in conjunction with the FY26-FY30 Consolidated Plan.
The Annual Action Plan lists all federal CDBG resources available during the fiscal year and all activities expected to be undertaken to address the community needs and barriers. It includes the annual CDBG budget recommended by the Commission and adopted by the City Council for the fiscal year beginning July 1 and ending June 30 of the following year. Consolidated Annual Performance and Evaluation Report
The city is required to submit an annual Consolidated Annual Performance and Evaluation Report (CAPER) to HUD that includes the performance and evaluation of activities funded with CDBG funds for the recently completed program year. It describes each funded activity and provides an assessment as well as information on accomplishments and performance outcomes. The report is submitted to HUD each September. The Citizen Participation Plan is a federally required document that outlines how the City of Dubuque will involve the public, especially low- and moderate-income residents, in the planning, decision-making, and evaluation processes related to the Community Development Block Grant (CDBG) program. The purpose is to make sure that the community, particularly those most affected by CDBG-funded projects, has a meaningful voice in how those federal funds are used. The Community Development Advisory Commission serves in an advisory role to the City Council in policy decisions regarding CDBG funding priorities and program development and implementation. Learn more!
The City of Dubuque encourages the public to provide comment about how resources are used to improve our community. Comments submitted to the City are public and available for review and comment during the public meetings held by the City's Community Development Advisory Commission.
