2009 Transit Study
The City of Dubuque contracted with LSC Transportation Consultants, Inc. in 2009 to complete an operational analysis of Keyline Transit with a focus on:
  • determining the needs for future service expansion;
  • identifying efficiencies in providing both current and future services; and
  • providing recommendations on system improvements.

As part of the analysis, the consultant prepared three technical memorandums.  The links to those memorandums are provided below. 

Technical Memorandum #1: 
Includes a review of previous planning studies which have an impact on providing transit services within the area, as well as a review of the key socioeconomic data which relate to transit, onboard survey analysis, ridership counts, and a review of transit demand for the area.

Technical Memorandum #2:
Presents an operational and financial review as well as the development of performance monitoring recommendations, identification of system deficiencies, and a presentation of preliminary concept for further study.

Technical Memorandum #3:
Presents route and service recommendations.

Technical Memorandum #4:
Presents the recommended transit service plan. Following review and approval of the preferred service plan, LSC will prepare a Draft Report for final review and approval by the community.

Final Report:
The City of Dubuque contracted with LSC Transportation Consultants, Inc. to complete an Operational Analysis of KeyLine Transit, the City's transit system, with a focus on determining the needs for future service expansion; identify efficiencies in providing both current and future services; and to provide recommendations on system improvement.
