Our staff grows 70,000 annual flowers in our own greenhouse that are planted in the park system and on city property, and maintains the landscaping on Highway 20, the Port of Dubuque, gateways to the downtown area, and other locations within the City.   PET POLICY:  PETS ARE NOT ALLOWED IN CITY PARKS, except Miller Riverview Park, Heron Pond Trail, Granger Creek Nature Trail, John G. Bergfeld Recreation Area, and Jaycee Trail -- on leashes; or in the Pet Park on North Grandview Avenue.  Municipal citations will be issued to anyone with a pet in a park where they are not permitted.  Pet Park rules
