The Citizen’s Police Academy program aims to build better relations and improve understanding between the residents and the Dubuque Police Department through education.
The CPA is a 10-week program with all classes taught by law enforcement professionals and other members of the criminal justice system. Each session covers a variety of topics. Graduates of the CPA are not certified peace officers.

Requirements for Participation
Must be at least 18 years of age
Have no felony convictions
Have no significant criminal history, law enforcement contacts, or associations with known police characters
Preference given to City of Dubuque residents
Classroom time includes presentations regarding:
Arrest procedures
Search and seizure
Use of force (including optional personal defense spray experience)
Laws and policies
Internal investigations
Disciplinary procedures
Domestic abuse cases
K9
Sexual abuse cases
Drug enforcement
OWI
Officer Survival
Crime prevention programs
School Resource Officers
Community Policing
As part of the experience, attendees will participate in one 4-hour ride-along with a DPD Officer and report their observations to the class.
