The City of Dubuque’s Water & Resource Recovery Center (W&RRC) is a secondary wastewater treatment facility.

The plant consists of screening, grit removal, primary treatment, secondary treatment by the oxygen activated sludge process, final clarification, and ultraviolet disinfection.

Sludges removed in the primary and secondary treatment processes are dewatered using dry solids centrifuges and incinerated. The remaining ash is dried and disposed of.

Plant Staffing
The Dubuque W&RRC is staffed 24 hours per day, 7 days per week. The staff of 18 is responsible for the operation and maintenance of the plant, the sanitary sewer pumping stations located throughout the city, and laboratory operations.

The lab conducts a variety of water and wastewater analyses for the City of Dubuque, local industries and surrounding communities.
