What is FSS?
Family Self-Sufficiency (FSS), or the Self-Sufficiency Experience, is a federal program designed to support low income families who want to become financially self sufficient. FSS is sponsored by Housing and Urban Development (HUD) and is funded through a yearly grant. Family Self-Sufficiency is a voluntary program, so participation is not required in order to receive a Housing Choice Voucher (Section 8 Rental Assistance); however, eligible individuals and families choosing to participate in FSS experience great benefits, including a unique opportunity to start saving money. |
Who is FSS For?
The Self-Sufficiency Experience is available to Housing Choice Voucher Program participant in the City of Dubuque. To see if the FSS Experience is right for YOU, take a look at these five questions:
- Are you (or will you be soon) a Housing Choice Voucher participant?
- Do you follow the Housing Choice Voucher rules?
- Do you want to get a full-time job, or a better job?
- Are you willing to meet one-on-one with a support person to set and meet your goals?

What will Family Self-Sufficiency do for me?
FSS is a support services program. It is a program for individuals and families who have decided to work hard and achieve their dreams. That means if you choose to participate, the FSS Coordinators will work to provide support, opportunity, and resources to identify and meet your goals. FSS offers a variety of monthly activities aimed at increasing your abilities in education, employment, parenting and financial skills. We also offer an informative newsletter full of helpful tips, recipes, life skills opportunities, community activities and events and much more!
As an FSS Participant, you will have encouragement from a FSS Coordinator who will provide the level of support you need to access the tools and resources needed to achieve your goals. In addition, every FSS participant is eligible to earn escrow (a savings account) specifically designed to help FSS participants save money as they work towards achieving their goals. |
How can I Join the Self-Sufficiency Experience?
To participate in FSS, you need to complete the Family Self-Sufficiency Contract of Participation and the Self-Sufficiency Assessment with an FSS Coordinator. Please email Hollie Ohnesorge, Maddy Cross, or Erica Haugen, the Family Self-Sufficiency Coordinators, to request an appointment.
