File A Complaint

While we work hard at prevention, we recognize that sometimes harmful events still occur in our community that need to be addressed .If you’ve experienced or witnessed discrimination or unfair treatment, we want to hear from you. You can submit a complaint, report a concern, or speak with someone directly.

File a Discrimination Complaint

If you believe you have been discriminated against and you want to protect your legal rights, you can submit a discrimination complaint form or contact the Office of Human Rights directly. They will review your information and contact you about next steps.

Complaints About City Staff

If you believe you have been discriminated against by a City employee, may can submit a complaint form to the Community-City Relations Committee.

Report A Concern 

If you believe that what you have experienced or witnessed is wrong, but you do not want to pursue legal action, you can still report your concern.  We encourage you to report any discriminatory or disrespectful behavior. These reports help us identify patterns and focus our prevention efforts in the community.

Complaints About Police Officers

Iowa law limits how cities can handle complaints about law enforcement. If your concern involves a police officer, contact the Dubuque Police Department’s Professional Standards Division
