Mission
The mission of the Carnegie-Stout Public Library is to improve the quality of life by providing resources for individual enjoyment, enlightenment, and knowledge and that enhance the literacy of youth.
Carnegie-Stout Public Library serves the Dubuque and surrounding communities with a collection of over 180,000 volumes, 400 periodical and newspaper subscriptions, and a wide variety of audio and video materials. Collections of special note are an obituary file dating to the late 1850s and a newspaper index to the Telegraph Herald and other local newspapers.

The Dream Center was founded on July 23rd, 2013. Conceived by Robert Kimble, John Reeves of South Carolina and Jay Schiesl, the Dream Center was founded to help strengthen the community in the downtown area of Dubuque, Iowa.
Dream Center programs will include academic initiatives, after school programs and career assessment and planning. Dream Center Initiatives will provide youth and families a forum to come together under a common cause, teach youth valuable life lessons, and motivate youth toward academic achievement. Our vision is to impact youth, strengthen families, and build community.
Dream Center programs will focus on values, equal participation, and fun. Dream Center staff and volunteers are driven and trained to provide youth and families a caring and welcoming experience.
By providing these high quality programs and making them accessible and affordable for low-income families, the Dream Center envisions impacting lives that will not only lead to a safer community, but a sense of community.

The Leisure Service Department, through the Park Division and Recreation Division, provides quality services to the entire community with diverse recreational programs for all ages and an integrated, efficient, and safe system of parks, trails and recreational facilities.
The department also plans, develops and maintains the formal public landscaping and natural areas in and around the City, demonstrating an appreciate for the environment.

The mission of St. Mark Youth Enrichment is to provide innovative programs and services that cultivate the educational and social-emotional growth of youth and families.
WHAT WE DO
St. Mark Youth Enrichment (formerly St. Mark Community Center) is a non-profit organization that has served the Dubuque Community for 25 years. We provide before and after school programming in four of the Title 1 elementary schools in the Dubuque Community School District.
The before and after school programs in Audubon Elementary, Lincoln Elementary, and Marshall Elementary before school programming at Fulton Elementary.
The before school program, Early Risers, and after school program, Step Up, encourage the holistic growth of each student through enrichment in the areas of academics, character development, health, physical exercise, and creativity.
We also provide an energetic 7 week summer program, Our Heroes Academy, in both the Dubuque and Dyersville school districts. The 7 week program allows us to make a huge impact on the academic and social growth of the lives of our students. St Mark’s Heroes Academy gives children the opportunity to increase their reading and math scores, but to also experience learning in a hands on, enriching experience.
St. Mark also engages the student’s families in these learning processes to maximize the opportunities for academic and social-emotional growth at home.
