Owner-Occupied Single Family Homes

Property owners must meet and agree to the following requirements.

  • The home must be located in the Bee Branch Watershed Healthy Homes eligibility area.

  • Qualified applicants must be at or below 80% of the area median income (AMI) by household size established by HUD guidelines.

HUD Guidelines

  • 1 Person Household: $46,450
  • 2 Person Household: $53,050
  • 3 Person Household: $59,700
  • 4 Person Household: $66,300
  • 5 Person Household: $71,650
  • 6 Person Household: $76,950
  • 7 Person Household: $82,250
  • 8 Person Household: $87,550
  • Resiliency funds received through the Bee Branch Healthy Homes Resiliency Program will be secured as a 5-year forgivable loan which decreases at a rate of 20% per year. The home must remain the primary residence for the 5-year period.

  • The property must be covered by property insurance in an amount equal to or greater than the the current assessed value. The City of Dubuque shall be named as an additional insurer on the grantee's homeowners insurance for the duration of the forgivable loan.

  • The property must carry flood insurance for the duration of the loan if the property is located in the 100-year flood plain. The city of Dubuque shall be named as an additional insurer on the flood insurance policy. 

  • The property owner must be current with regard to their mortgage, property taxes and utility payments associated with the property.
