Bee Branch Healthy Homes Bidding Process

  • Bids are posted:
    • in the newspaper
    • at under Housing and Community Development
    • sent out via Notify Me (sign up to receive email and/or text alerts for Housing and Community Development bid postings)
    • and to area clearing houses
  • A bid tour date will be scheduled and included in the bid packet.
  • Bids must be turned in by the deadline stated in the bid packet.
  • Bids need to be done in ink or type written and must include a non-collusion affidavit.
  • Bids will be opened publicly at the ECIA office at the stated date and time.
  • The lowest responsive and responsible bidder will be awarded the contract, subject to bid verification and acceptability.
  • Both the successful and unsuccessful bidders will be notified in writing.

Insurance Requirements

Contractors must submit a signed Certificate of Insurance to the City of Dubuque Housing and Community Development Department for the coverage required prior to starting work, and at the end of the project if the term of work is longer than 60 days. Providers presenting annual certificates shall present a Certificate at the end of each project with the final billing.Contractors must also require subcontractors and sub-subcontractors performing work or service to provide a Certificate of Insurance for the coverage required. The City may request a copy of such certificates from the Contractor at any time. All programs require specific endorsements that must be attached to the Certificate of Insurance.

  • Each Occurrence Limit -$1,000,000

Fire Damage - $50,000

Medical Payments- $50,000 

Auto Liability- $1,000,000 

Workers Compensation & Employee Liability

  • Each Accident - $100,000
  • Each Employee Disease - $100,000
  • Policy Limit Disease - $500,000

Umbrella Liability - $1,000,000

  • Excavators - $3,000,000
