April 27: Governor’s New Proclamation Continues Restrictions for Dubuque County

Today, Gov. Reynolds signed a new proclamation continuing the State Public Health Emergency Declaration until May 27. The proclamation loosens social distancing measures in 77 of Iowa’s 99 counties effective Friday, May 1. Dubuque County is NOT included in those 77 counties. The proclamation continues other restrictions until 11:50 p.m. on Friday, May 15, 2020.

In the 77 counties, the proclamation permits restaurants, fitness centers, malls, libraries, race tracks, and certain other retail establishments to reopen in a limited fashion with public health measures in place. The counties that are NOT included in the eased restrictions are: Allamakee, Benton, Black Hawk, Bremer, Dallas, Des Moines, Dubuque, Fayette, Henry, Iowa, Jasper, Johnson, Linn, Louisa, Marshall, Muscatine, Polk, Poweshiek, Scott, Tama, Washington, and Woodbury.

In addition, the proclamation lifts the statewide restriction on religious and spiritual gatherings so long as churches and other gathering hosts implement reasonable public health measures. This does apply to Dubuque County.
