City of Dubuque Temporarily Suspends Some Fees to Assist Residents



March 20, 2020 -- For Immediate Release


DUBUQUE, Iowa – Following Mayor Roy D. Buol’s State of Emergency proclamation on March 16, the City of Dubuque has taken steps to assist residents experiencing hardship associated with the COVID-19 pandemic.
  • Water shut-offs on past due accounts are temporarily suspended. Disconnection notices are not being issued.

  • Late fees on past due utility bills are temporarily suspended starting March 20, 2020. 

  • The Jule has suspended fares and is providing free rides through April 11, 2020. During this time, fixed-route bus service is available from 6:15 a.m. – 5:45 p.m., Monday – Friday, and 8:15 a.m. – 5:45 p.m. on Saturdays. During the reduced hours, The Jule will not service the brown line stops on Roosevelt St., Innovation Dr., and Chavenelle Dr., or the westbound orange line stops on Locust St. and Loras Blvd. The Park & Ride and Nightrider services are currently suspended. On Demand service is limited to doctor’s appointments, dialysis appointments, grocery shopping, and work transportation for Minibus riders.   • Enforcement of parking meter expiration violations is suspended through April 12, 2020. During this time parking customers are not required to feed/pay parking meters in Dubuque. All other street parking regulations will continue to be enforced in accordance with City code, including but not limited to: street storage (vehicles parked on the street longer than 24 hours without moving), Americans with Disabilities Act (ADA) spot compliance (disabled parking spaces), fire zone compliance, and blocking of driveways.
