DUBUQUE, Iowa – The City of Dubuque and Dubuque Ice and Recreation Center Inc. (DICE) have been monitoring settling that has been occurring at the Mystique Community Ice Center. This settling led to repairs being completed in the Dubuque Fighting Saints conditioning and locker room areas of the facility in early 2019.
Since then, the City of Dubuque has hired an engineering firm to perform a condition analysis of the bleacher connections to the bearing walls. This analysis determined that rehabilitation of some connections was warranted. Engineering design for this work has been completed and the City is working with contractors to schedule the work. Until these repairs are completed, the City of Dubuque has worked with structural engineers to design temporary shoring supports. These temporary supports have been installed and the structural engineer has inspected the completed repairs.
The Mystique Community Ice Center was developed and built under a Development Agreement between and among DICE, the City, the Dubuque Racing Association (DRA) and Battlefield Dubuque, LLC (now the Dubuque Fighting Saints). Opened in 2010, the building is owned by the City of Dubuque and is leased in a 25-year lease agreement to DICE. The Ice Center is managed and operated on a day-to-day basis by DICE.
