DUBUQUE, Iowa – The Dubuque Police Department is investigating “distraction” Thefts at area grocery and department stores.  In most cases, the suspects work in pairs. One suspect distracts the victim by asking them a question while the other suspect steals the victim’s purse or wallet.  The suspects use the victim’s stolen credit cards shortly after the Theft to purchase gift cards.

The investigation remains ongoing.
