Dubuque’s Moderate Housing Rehabilitation Program Ending

The City of Dubuque’s federally funded Moderate Housing Rehabilitation Program will end in March 2023 due to non-renewal of funding.
Due to this program ending, anyone currently on the Moderate Rehabilitation Program Waiting List will be removed from the waiting list. No additional names will be pulled to fulfill this program. Current lease holders under this program will continue to receive assistance under the Housing Choice Voucher Program but no additional vouchers for these units will be initiated.
The Moderate Rehabilitation Program was a small (14-units per year) federal program designed to address housing units in need of moderate rehabilitation. The City of Dubuque administered the program as Dubuque’s Public Housing Authority for more than 30 years.
Qualified applicants seeking rental assistance are encouraged to apply for the City’s Housing Choice Voucher Program waiting list. All applications received will be entered into a lottery drawing for placement on the waiting list. Wait list openings are held the second Tuesday of each month. The next HCV Wait List Opening Day is scheduled for Dec. 13, 2022, from 12:00 a.m. until 11:59 p.m.
