City's FY2024 Budget Public Meetings Start Monday, Feb. 20

The Dubuque City Council will hold a series of public meetings as part of the Fiscal Year (FY) 2024 recommended budget review process. Residents and stakeholders are encouraged to participate.
 
The process begins with a public hearing at the Dubuque City Council meeting on Monday, Feb. 20, to establish the maximum property tax dollars for FY2024. The proposed maximum property tax levy is $26,546,601 and the proposed maximum tax rate is $9.89500 per $1,000 of assessed value. At the meeting, the only options available to City Council are to approve the amount of maximum property tax dollars as is or decrease it. In addition, Dubuque City Manager Mike Van Milligen will present the FY2024 Recommended Budget to the City Council at the Feb.20 meeting.


The process continues with seven public meetings to review City department/division budget details and concludes with a final public hearing on Thursday, March 23, to adopt the FY2024 Operating and Capital Budgets.
  
Budget Public Meeting Schedule:

  • Monday, Feb. 20: Public hearing to establish maximum property tax dollars for FY2024
  • Tuesday, Feb. 21: Legal Services, City Clerk, Public Information Office, Human Resources, City Manager’s Office, and City Council
  • Monday, Feb. 27: Health Services, Library, Airport, Office of Shared Prosperity and Neighborhood Support, Office of Equity and Human Rights, and Finance
  • Tuesday, March 7: Housing & Community Development, Purchase of Services, Planning, and Economic Development
  • Wednesday, March 8: Parks, Multicultural Family Center, AmeriCorps, and Recreation
  • Thursday, March 9: Emergency Management, Emergency Communications, Police, and Fire
  • Tuesday, March 21: Information Services, Water, Water & Resource Recovery Center, and Public Works
  • Wednesday, March 22: Five Flags Civic Center, Grand River Center, Mystique Community Ice Center, Transportation Services, and Engineering
  • Thursday, March 23: Final hearing to adopt the FY2024 Budget

The public is invited to attend the public hearings and meetings in which City staff from each department and division present FY2024 budget information to the City Council. All meetings begin at 6:30 p.m. in the City Council Chambers on the second floor of the Historic Federal Building at 350 W. Sixth St. and will be aired live on CityChannel Dubuque (Mediacom cable channels 8 and 117.2), streamed live, and archived on the City’s website at www.cityofdubuque.org/media, and streamed live on the City’s Facebook page at www.facebook.com/cityofdubuque.
 
The public can provide input in person or virtually through the GoToMeeting platform. Instructions can be found within the meeting agenda at 
www.cityofdubuque.org/agendas. Public input on the FY2024 budget may also be submitted online through the “Balancing Act” Budget Simulation tool and the budget public comments form at www.cityofdubuque.org/FY2024budget. Residents may also contact City Council members at www.cityofdubuque.org/councilcontacts. 


The recommended budget materials will be available on the City of Dubuque website on
