City of Dubuque Launching Pay-By-Plate Pay Station in Locust St. Parking Ramp

On Monday, Oct. 2, the City of Dubuque Parking Division will roll out a new “pay-by-plate” pay station in the Locust St. parking ramp, located at 830 Bluff St. Non-permit holders, those without reserved monthly parking, will be required to use the new pay-by-plate system to pay for hourly parking in the ramp.
Pay, pay, and be on your way!
Customers using the new pay-by-plate system will park in an unreserved space, walk up to the pay station located in the northeast corner of the ramp (near Locust St. and W. 9th St.), enter their license plate number, and make their payment using a credit/debit card or coins. Park Smarter App - Locust St. Ramp Only
Customers also have the option to pay for hourly parking in the Locust St. ramp using the Park Smarter mobile app. Payment via the mobile app will include a $0.35 convenience fee. There is no convenience fee to use the pay station located in the ramp.
Please note, the Park Smarter app will only service the Locust St. ramp. The Park Smarter app cannot be used to pay for on-street metered parking or parking in other City of Dubuque parking ramps or lots. When using pay-by-plate payment systems, it is not necessary to take a ticket upon entry or display a receipt on the dashboard of the vehicle. Parking enforcement officers scan license plates to display the vehicle’s paid/unpaid status. Customers who would like to download a digital receipt may do so at myparkingreceipts.com.
