Enactment of Federal Disaster Tax Relief Act Offers Tax Relief Benefits to Dubuque County Residents DECEMBER 20, 2024 The newly enacted Federal Disaster Tax Relief Act of 2023 (H.R. 5863) offers significant tax relief to individuals and businesses impacted by federally declared disasters. This legislation supports recovery efforts across Iowa, including for Dubuque County residents impacted by flooding in spring 2023 and by summer storms in June and July 2024. Impacted individuals can deduct personal casualty losses exceeding $500 per event. The deduction is available even if taxpayers don’t itemize, and can be claimed in addition to the standard deduction. A provision of the legislation removes the rule that personal casualty losses must be more than 10% of a taxpayer's adjusted gross income to be deducted.
