City of Dubuque News Release

Public Information Meeting Feb. 27 for East-West Corridor Capacity Improvements

Feb. 18, 2025

The City of Dubuque will host a public information meeting for the East-West Corridor Capacity Improvements project on Thursday, Feb. 27. The City is seeking public input on the preliminary designs for the four roundabouts planned along the University Ave. corridor, from approximately Pennsylvania Ave. through the intersection of University Ave. and Delhi St.

The meeting will be an open house format from 5 – 7 p.m. at Westminster Presbyterian Church, 2155 University Ave. Interested residents and stakeholders are encouraged to stop by at their convenience to learn more and provide input. Representatives from the City and HDR, the engineering firm assisting with the project, will be available to answer questions.

For those unable to attend in person, the information from the open house will be available for review and public comment starting Thursday, Feb. 27, through Thursday, March 27. They can be accessed at www.cityofdubuque.org/EastWestCorridor. Those without internet access can obtain project information from the Engineering Department located at City Hall, 50 W. 13th St.,  or by calling 563-589-4270.

Individuals requiring physical or sensory accommodations including interpreter service, hearing impaired devices, large print, or recorded materials are asked to contact the Engineering Department at least 48 hours in advance of the public meeting so City staff can make accommodations.

About the Project

Future traffic projections indicate that U.S. 20 alone will not provide sufficient capacity for travel from the east side of the city to the west with Dubuque’s projected growth. Capacity along other east/west roadways will need to be increased and improved to provide connectivity between the growing areas near the west and Downtown Dubuque. University Ave. was identified as an alternative route in the City’s 2010 Connectivity Study. However, the corridor needs improvements to be more efficient. The 2010 Connectivity Study is available for review at www.cityofdubuque.org/EastWestCorridor
