Man Arrested Outside City Council Meeting

DUBUQUE, Iowa –
On March 3rd, 2025 at approximately 6:34pm, a subject identified as 41-year-old Austin Goodman of Dubuque entered the Federal Building at 350 W. 6th St. and proceeded to the 2nd floor where a Dubuque City Council meeting was in session. Dubuque Police officers are regularly assigned to provide security at all City Council meetings. Dubuque Police were familiar with Goodman due to previous investigations and interactions. Dubuque Police were also conducting an active investigation into a recent No Contact Order Violation committed by Goodman and officers had probable cause to place Goodman under arrest for violating the order. Dubuque Police had received information that Goodman had utilized social media to communicate his intentions of attending the City Council meeting in an effort put them on notice and to protest his interactions with the Police Department and other government agencies. Goodman has also posted a large number of other communications on social media expressing his displeasure with Dubuque Police and local government officials. Goodman was live streaming his entrance into the Federal Building as he continued toward the City Council meeting, which was being monitored by officers. Officers intercepted Goodman while he approached the Council chambers, and he was ultimately arrested. Goodman resisted arrest and assaulted an officer. Goodman was found to have a loaded semiautomatic handgun in his possession.
Goodman was charged with Interference with Official Acts While Armed with a Firearm, a Class D Felony; Assault on Persons in Certain Occupations, a Serious Misdemeanor; Possession of a Controlled Substance, a Serious Misdemeanor; Person Ineligible to Carry Dangerous Weapon, a Serious Misdemeanor; Interference with Official Acts, a Simple Misdemeanor; Violation of No Contact Order, a Contempt Charge.
