Dubuque Woman Killed in Hit and Run Collision

DUBUQUE, Iowa – Officers from the Dubuque Police Department responded to the intersection of Loras Blvd. and Locust St. at 6:38 p.m. on Thursday, June 12, for a car versus pedestrian collision.
Kalissa Reeder, age 38 of Dubuque, was walking westbound along Loras Blvd. when she crossed Locust St. against the red light. Reeder was struck by a vehicle travelling northbound on Locust St. driven by Bailey Scott Foht, age 26 of Dubuque. Dubuque Fire Department staff transported Reeder to MercyOne Dubuque Medical Center where she was pronounced deceased. Foht fled the scene and was located at the Days Inn during the early morning hours of June 13. Foht was arrested and is charged with leaving the scene of an accident (causing death). This is a class C felony punishable by up to 10 years in prison.
