Street Detours and Construction Alerts

Long-Term Closure of Portion of Kerper Blvd. Begins Wednesday, Nov. 12

Due to construction of the Dubuque Gate and Pump Station Flood Mitigation Project, the portion of Kerper Blvd. between E. 12th St. and E. 16th St. will be closed from 7 a.m. on Wednesday, Nov. 12, until July 2027.

Traffic will be detoured around the closure via U.S. Highways 61/151.

  • Northbound traffic will enter the highway using the on-ramp at the intersection of 11th St. and Pine St., and will exit the highway at Kerper Blvd.
  • Southbound traffic will enter at Kerper Blvd., and exit via the off-ramp for the 9th St./11th St. exit.

Motorists who wish to avoid using the highway may choose to utilize Elm St. and E. 16th St. to travel around the closure, but freight/semi-truck traffic should follow the posted detour due to weight restrictions on Elm St.
