Central Avenue at 15th Street Traffic Signal Removal

DUBUQUE, Iowa – The traffic signals at the Central Avenue and 15th Street intersection will be deactivated on March 19.

On Tuesday, March 5, the traffic signals will transition to a flashing mode, with Central Avenue having a flashing yellow signal (proceed with caution) and 15th Street having a flashing red signal (stop and yield to cross traffic). Beginning at 6 a.m. on Tuesday, March 19, signals at the intersection of Central Avenue and 15th Street will be deactivated, with permanent removal at a later date.

In 2010, the City upgraded the traffic signalization along Central Avenue to meet the standards established by the Manual of Uniform Traffic Control Devices (MUTCD). The signal at the intersection of 15th Street and Central Avenue did not meet the necessary traffic warrants/standards and thus was not upgraded. It was determined that the traffic signals at this intersection should be removed due to the number of accidents that have occurred from the absence of mast arms and inability of the existing infrastructure to coordinate with the City’s Traffic Operations Center.
