Rockdale and Old Mill Road Intersection Converted to Three-Way Stop
DUBUQUE, Iowa – The City of Dubuque is installing temporary stops signs on Rockdale Road at its intersection with Old Mill Road/Kelly Lane to assist with anticipated traffic congestion related to the Iowa Department of Transportation’s (DOT) Highways 52/61/151 and Catfish Creek Bridge Replacement Project.
The stop signs at Rockdale and Old Mill roads will make the intersection a three-way stop for the duration of the project. This change will go into effect on Monday, April 1.
“We are anticipating that local traffic will utilize Rockdale Road to avoid the construction taking place on 52/61/151,” said City Engineer Gus Psihoyos. “Our intent with these additional stop signs is to alleviate delays encountered by Old Mill Road traffic entering Rockdale Road.” Psihoyos also said that, in addition to stop signs, appropriate advance warning signs will be installed to notify motorists of the traffic control change.
Motorists are reminded that right-of-way at an intersection with multiple stop signs belongs to the first car stopped. If multiple cars stop at the same time, the vehicle on the left should yield to the vehicle on the right. Motorists are encouraged to use alternate routes when possible.
The project construction corridor will extend from the U.S. 52 intersection with U.S. 61/151 north to the Grandview Avenue overpass. The project includes reconstruction of U.S. 52/61/151 from the Grandview interchange to the U.S. 52 intersection, the replacement of both existing bridges spanning Catfish Creek, installation of a median barrier, and improvements at the U.S. 52 intersection with U.S. 61/151.
The project will be conducted in phases. In the first phase, improvements will first be made to the 52/61/151 intersection. Next, the southbound lanes will be closed first (around May 1, 2013) and traffic will be limited to one lane in each direction (head-to-head) on the opposite side. During this phase, the on-ramp from Grandview Avenue for southbound traffic will be closed. However, all ramps will be open and the road will be open to four lanes (two lanes in each direction) during winter months between Phase I and Phase II.
