The City of Dubuque, Iowa is soliciting competitive sealed proposals from qualified professional consulting firms to complete an interior renovation of the City’s Finance Department located on the first floor of City Hall.

The City is in the process of accommodating the consolidation of the Budget Department, Finance Department and Utility Billing in to one Department within a designated area on 1st floor of City hall. The City envisions the project providing renovated space to support all functions of a multi-facet department bringing twenty employees together. The competed project will produce space that fosters a collaborative workplace environment that strives on maximizing efficiencies. A key aspect of the design will include locations for citizens to pay utility and parking bills and setup utility services in a confidential environment.

Sustainable design practices should be applied to all aspects of the project. Value Engineering will be used throughout the design process to determine the extent of sustainable design practice implementation. Value Engineering will also be utilized on all other parts of the project as necessary to keep the project within budget.

In summary, the City is seeking a Consultant to evaluate the existing area, program the use of interior space, design and engineer all aspects of the project, prepare construction documents, assist the City with bidding the project and serve as the project’s Construction Administrator.
