The City of Dubuque, Iowa is issuing this Request for Proposal (RFP) for purchase of an Enterprise
Resource Planning (ERP) System. The City requires that any proposal for an ERP also include
professional services necessary to implement the system. The City of Dubuque will consider all
deployment options, including SaaS, Hosted Solutions, or On-Premise solutions.

The functional scope for this project includes Financials, Budget Preparation, Purchasing, Human
Resources, Payroll, Benefits Administration, Community Development, and Utility Billing. The project will serve the entire City Government (The entire group of participants will be referred to as “City” unless specified otherwise.) The City currently uses Central Square’s FinancePlus and CommunityPlus. The City expects to begin implementation after the final implementation services agreement is negotiated in early 2021. Vendors interested in proposing should propose a schedule that implements the system efficiently.
