Kecia Dougherty joined the City of Dubuque Human Rights Department as the Strategic Workforce Equity Coordinator in February of 2019. Kecia has a Bachelor of Arts degree in Human Resource Management and 12 years of experience in Human Resources in both government and public education settings. She holds professional certifications through the Society of Human Resource Management and the Human Resource Certification Institute. For the last 9 years, she has served as a Human Resource generalist for both Oregon State University and Iowa State University, specifically serving as a search advocate, and promoting diversity and inclusion in search processes within the organization. Throughout her career, Kecia has chosen to focus her ongoing professional development on diversity, equity, and inclusion workshops covering such topics as privilege, building inclusive organizations, surmounting unconscious bias, using diversity metrics, developing emotional intelligence, and preventing and addressing workplace bullying. She has direct experience consulting on equitable hiring processes; analyzing data for trends; advising on the interpretation, application and revisions of policies; developing and implementing training for staff; and implementing climate surveys and following up with manager and staff relationships. Kecia has a passion for equity and inclusion which she has applied to her work by providing accommodation for workers with disabilities and of various religions; negotiating cultural differences between Latin males and white females and by revising processes to ensure fair and equitable hiring for all applicants.
