Economic Mobility

The Office of Economic Mobility leads the implementation of the Equitable Poverty Reduction & Prevention Plan, informing policy and practice changes to ensure all residents can share in Dubuque's prosperous future.

The Office of Economic Mobility works to implement the City's Equitable Poverty Reduction & Prevention Plan. The plan addresses common determinants of poverty in an effort to reduce, alleviate, and, ultimately, prevent poverty in our community:

  • Economic Insecurity
  • Transportation
  • Education
  • Generational & Situational Poverty
  • Affordable Safe Housing
  • Physical and Brain Health
  • Childcare/Childhood Development

The Equitable Poverty Reduction & Prevention Plan, adopted in 2021, references concepts prohibited in IA HF856 amending Ch 19 of the Iowa Code.  It was adopted prior to HF856 passage on May 27, 2025. Changes will be made if and when the document is revised.
