Composting (Food Scraps & Yard Waste)
The City of Dubuque offers curbside composting services. Residents who receive City solid waste services can place food scraps and yard waste at the curb to be collected and transported to the DMASWA’s composting facility.
Regular weekly collection of yard waste and food scraps occur from the beginning of April until the end of November. During that time, collections are made on a customer's regular collection day with no appointment required. Starting in December, all yard waste must be scheduled by appointment to be collected on the normal collection day.
What Can Be Composted?
DMASWA Acceptable and Prohibited Items
- Branches and limbs - Less than 5 feet long
- Compostable container liners
- Food scraps - Fruit and vegetables, peels, pits, coffee grounds, eggshells, bread, and grain products, bones, dairy products, meat, poultry, and fish
- Grass clippings
- Leaves, plants, weeds, and brush
- Natural Christmas trees
- Non-wax coated paper products (yard waste bags, paper bags, paper towels/napkins, pizza boxes)

Compostable plastics are a special type of plastic designed to break down in special industrial composting facilities that reach higher temperatures than a standard composting facility like the one at DMASWA. These plastics will not break down in a standard compost pile and are considered contaminants. Compostable plastics may also contain chemicals known as PFAS to prevent early breakdown from contact with food. Because of concerns surrounding these chemicals the US Composting Council (USCC) recommends limiting PFAS as much as possible in compost. The only currently accepted plastic product that can go in the compost are certified compostable container liners.
Please dispose of all compostable plastic in your trash as it cannot be recycled.
Curbside Composting
The city has two sizes of tipper carts available for residents, including a 64-gallon cart and a 13-gallon cart. These containers can be used for both yard waste and food scraps. Cost

Customers are welcome to use their own personal 35-gallon solid waste container, brown paper yard waste bags, and bundled brush and limbs. All personal containers must have either an annual cart decal or a yard waste sticker looped through the handle.
All yard waste bags and bundles should have a yellow yard waste sticker attached. Brush and limbs should be no more than 3 inches in diameter and 5 feet in length and bundled with City of Dubuque brush ties. Customers can add food scraps to their 35-gallon containers or yard waste bags as needed.

- Single-Use Yellow Stickers: $1.50 each (sold in sheets of 5 for $7.50)
Where to Buy
- Annual decals can be purchased in person from City Hall or by calling Utility Billing at 563-589-4144.
- Single-use yellow sticker sheets are sold at most discount and hardware stores in Dubuque.

- Set out by 6 a.m. on collection day.
- Set out no more than 24 hours prior to collection day and containers should be brought back in within 24 hours after collection.
- Do not place within 2 feet of trash and recycling carts.
- When snow is present, place cart(s) in a clear, flat area.
- Arrow on the lid of the 64-gallon green cart should point toward the street.
- Brown paper yard waste bags may not exceed 40 pounds and must have a yellow single-use sticker
- 35-gallon solid waste containers must have either single-use yard waste stickers looped on the handles or a City of Dubuque annual yard waste decal displayed
- City-issued 13-gallon or 64-gallon yard waste tipper cart lids must be completely closed.
- Brush and limbs may also be bundled with City of Dubuque brush ties that have a single-use sticker attached. Limbs should be no more than 3 inches in diameter and 5 feet in length.
- Yard waste in plastic bags will not be collected.
| Insulate Your Cart Consider insulating the bottom of your cart to maintain a stable temperature for the food scraps. This can help reduce freezing. Paper bags, newspaper, and cardboard make great insulation. Bagging ScrapsWe recommend bagging your food scraps in paper or compostable bags to help prevent food scraps from sticking to the sides of the cart. Finished Compost
Residents looking for small quantities of compost (less than 1 cubic yard) can utilize self-load bunkers. There is no fee for residents self-loading small quantities from the bunkers.

Larger amounts of compost can also be requested by appointment for $30 per cubic yard on the DMASWA website.
Why Compost?
Food waste takes up a large portion of space in US landfills and produces more than half of the greenhouse gas emissions. By composting food scraps instead of landfilling them we can reduce the amount of annual space used in landfills and help reduce emissions. As landfills fill up the local agencies must purchase more land or relocate which causes them to increase their tipping and drop off fees.
Compost is also beneficial for soil health, helps reduce flooding and erosion, and reduces carbon emissions. The organic matter in compost helps the soil retain water during dry periods, provides essential nutrients for plant life, and stores carbon that would have been released in the atmosphere if the waste was allowed to rot in a landfill.
Backyard Composting
Residents are encouraged to compost at their residence. Composting can be done in the yard or indoors with worm composting. Below are some resources to get you started:
Leaf Rake-Out Appointments
The City offers leaf rake-out collections by appointment each fall. Rake-out appointments are currently closed. Acceptable items in the leaf rake-out include loose leaves, pine needles, and pine cones. Grass, brush, plants, and rocks are not accepted.
Rake-Out Instructions
- Schedule an appointment before raking leaves into the street.
NOTE: Appointments should NOT be scheduled on the same day of the week as the customer's regular weekly curbside collection. - Leaf piles should be placed in the street at the curb no sooner than the day before the scheduled appointment.
- Crews cannot enter private property or alleys to collect a leaf rake-out.
- Vehicles must not be parked on the street within 10 feet of the leaf pile.
- Utilities such as fire hydrants, utility boxes, or storm sewer catch basins should not be covered.
- A $20 charge is added to the utility bill for an equivalent of 40 leaf bags. An additional charge will be applied for more than a 40-bag equivalent.

Mulching Your Leaves
An alternative to raking and bagging your leaves each fall is to mulch them by mowing them into your yard. This is a great eco-friendly solution for small amounts of leaves that adds nutrients to the soil and is beneficial to your lawn. Leaves can also be mulched and spread across garden beds to provide protective cover that will break down into nutrients by spring.
Christmas Trees (Merry Mulch)
The City collects Christmas trees the first two weeks of January. Only natural non flocked Christmas trees under 8 feet will be collected. Trees must be placed at the curb with a yellow yard waste sticker attached.
