Citizen's Police Academy

Overview

The Citizen’s Police Academy program aims to build better relations and improve understanding between the residents and the Dubuque Police Department through education.

The CPA is a 10-week program with all classes taught by law enforcement professionals and other members of the criminal justice system.  Each session covers a variety of topics. Graduates of the CPA are not certified peace officers.

Requirements for Participation

  • Must be at least 18 years of age
  • Have no felony convictions
  • Have no significant criminal history, law enforcement contacts, or associations with known police characters
  • Preference given to City of Dubuque residents

Classroom time includes presentations regarding: 

  • Arrest procedures
  • Search and seizure
  • Use of force (including optional personal defense spray experience)
  • Laws and policies
  • Internal investigations
  • Disciplinary procedures
  • Domestic abuse cases
  • K9
  • Sexual abuse cases
  • Drug enforcement
  • OWI
  • Officer Survival
  • Crime prevention programs
  • School Resource Officers
  • Community Policing

As part of the experience, attendees will participate in one 4-hour ride-along with a DPD Officer and report their observations to the class.
