Overview
The Dubuque Police Department Tactical Unit has been in existence since 1996. Tactical Officers are assigned to a variety of different divisions in the Department, and are activated for tactical missions as needed, 24 hours a day. The team consists of a 20 officer tactical unit specializing in:
- Hostage rescue
- Barricaded subjects
- High-risk warrants
- VIP protection
- Crowd / riot control
- Crisis negotiations
Assault / Entry Team
Approach, position, enter and secure buildings, vehicles, and other tactical objectives.
Containment Teams
Maintain inner perimeter surrounding an objective, relay intelligence to the team commander / leader.
Marksman / Observer Teams
Two-officer teams capable of observation, intelligence gathering, relaying information, initiating assaults and entries, and incapacitating threats not visible to the inner perimeter.
Crisis Negotiators
Initiate contact with hostage-takers, emotionally disturbed persons, and barricaded subjects via telephone or other communication device. Negotiators are trained to persuade individuals to come to a peaceful resolution to the crisis.
