On October 8th at approximately 4:10 a.m., Dubuque Police responded to 760 Fremont Avenue on the report of a disturbance involving a male and female.
On October 8th at approximately 4:10 a.m., Dubuque Police responded to 760 Fremont Avenue on the report of a disturbance involving a male and female. Officers arrived and determined the disturbance was still in progress inside apartment #4. Officers gained entry to the apartment and located a male and female inside. The investigation revealed the female had allegedly been forced to remain at the apartment and was sexually abused therein. The male subject, identified as Scott Robinson 12/17/1977 of 760 Freemont Ave. #4, was arrested and charged with Kidnapping and Sexual Abuse.
As with any criminal case, the charges filed are allegations and any suspect(s) charged are presumed innocent until convicted in a court of law.

Dubuque Police continue to ask anyone with information regarding either investigations, or who may have had similar contact with Robinson, to contact Investigator Jeff Tupper of the Dubuque Police Department’s Criminal Investigation Unit at 563-587-3810.
As the result of the ongoing investigation, a second victim was identified and an additional charge of Sexual Abuse 2nd Degree has been filed on Robinson today, November 18th, 2011. The new charge pertains to an incident dating back to November 2007 involving similar circumstances to that reported on October 8th, 2011. Sexual Abuse 2nd Degree is a Class B Felony punishable by a maximum of 25 years in prison. Robinson remains in the custody of the Dubuque County Sheriff’s Office.
