On April 27th, 2012 at 1:59 a.m. Dubuque Police were on foot patrol in the 1800 block of White Street when they observed a physical altercation to the rear of Club Rendezvous (19th & White Street) involving several males.
On April 27th, 2012 at 1:59 a.m. Dubuque Police were on foot patrol in the 1800 block of White Street when they observed a physical altercation to the rear of Club Rendezvous (19th & White Street) involving several males. As officers attempted to intervene and stop the fight, Officer Ann Kennedy was intentionally punched in the face by Tremaine Ricky Walton Jr. 05/24/93 (no known permanent address). Officer Kennedy fell to the ground, suffering a fractured jaw and concussion. Despite the severity of her injuries, Officer Kennedy got to her feet and continued with her attempts to gain control of the situation. After punching Officer Kennedy, Walton fled the scene but was later located and arrested at 25th Street & Central Avenue. In addition to be charged with Assault Causing Serious Injury, Walton was also charged with the Attempted Murder of Corey Deanthony Billingsley 03/27/88 of 2141 White St. #41. Video surveillance footage of the altercation clearly shows Walton stabbing Billingsley multiple times, prior to him punching Officer Kennedy and fleeing. Billingsley was treated and released form the hospital for non-life threatening injuries. Additional charges on Walton include Public Intoxication and Persons Prohibited From Premises (city ordinance prohibiting persons under 21 years of age to remain in certain licensed establishments where alcohol is served after 9 p.m.). Walton was also served two arrest warrants for Harassment 3rd Degree and Theft 5th Degree. He is being held in the Dubuque County Jail awaiting his court appearance.
Billingsley was arrested and charged with Public Intoxication, Disorderly Conduct and Interference with Official Acts. He was cited and released.
The other subjects involved in the altercation were identified, arrested and charged as follows:
- Principal Lavelle Springer 03/22/86 of 259 E. 14th St., Dubuque: Public Intoxication, Disorderly Conduct and Possession of a Schedule I Controlled Substance. He is being held in the Dubuque County Jail on a $1,500 signature bond with a 10% cash provision.
- Deondre Pierre Neealy 03/18/86 of 2577 Jackson St. #1, Dubuque: Disorderly Conduct. He was released on a $300 signature bond.
- Andrew John Pratt 07/30/93 of (no known permanent address): Disorderly Conduct. He is being held in the Dubuque County Jail awaiting his court appearance.
The above listed offenses are punishable as follows:
Attempt to Commit Murder: Class B Felony punishable by up to 25 years in prison.
Assault Causing Serious Injury: Class D Felony punishable by up to 5 years in prison and a fine between $750 and $7,500.
Possession Schedule I Controlled Substance: Serious Misdemeanor punishable by up to 1 year in jail and a fine between $315 and $1,875.
Public Intoxication / Disorderly Conduct / Interference with Official Acts / Remaining In Bar After 9 p.m. While Under 21: Simple Misdemeanors punishable by up to 30 days in jail and a fine between $65 and $625.
As with any criminal case, the charges filed are allegations and any suspect(s) charged are presumed innocent until convicted in a court of law.
