On 09/20/12, at approximately 10:05 PM, Dubuque Police were dispatched to Finley Hospital for report of a subject with a stab wound to the neck. Upon arrival officers identified the victim as Steven Curtis Gallaher, 01/20/83. Gallaher was suffering from a severe laceration to the head and neck. The investigation revealed that a disturbance occurred inside a vehicle in the area of Asbury Rd. and Cherry St. in Dubuque. Gallaher was stabbed during the disturbance by a subject later identified as Jesse G. Kramer, 06/08/83, of 195 Croyden Crest, Dubuque, Iowa. Kramer was located at his residence this afternoon and arrested on charges of Attempted Murder and Willful Injury. Kramer will make his initial appearance in court on 09/22/12.
Gallaher was treated and later released from Finley Hospital.
Attempted Murder is a class ‘B’ Felony punishable by no more than 25 years incarceration.
Willful Injury is a class ‘C’ Felony punishable by no more than 10 years incarceration and in addition shall be sentenced to a fine of at least one thousand dollars but not more than ten thousand dollars.
As with any criminal case, the charges filed are allegations and any suspect(s) charged are presumed innocent until convicted in a court of law.
