On November 21st, 2013, Paul A. Hoecker, 44, of 555 Alpine St., Dubuque, was arrested on a charge of Theft 3rd Degree. In September, Hoecker allegedly purported himself as the owner/manager of a rental property and took over $900 from the victim who believed the money was going toward rent/deposit. The investigation revealed Hoecker was not the owner/manager and had no authorization to take the money and/or represent himself as being affiliated with the property.

Hoecker is currently being held in the Dubuque County Jail on the above charge. Theft 3rd Degree is an Aggravated Misdemeanor punishable by a fine between $625 and $6,250 and up to 2 years incarceration. As with any criminal case, the charges filed are allegations and any suspects are presumed innocent until convicted in a court of law.
