At 2:13 a.m. on Sunday, August 24th, 2014, Dubuque Police responded to the 1300 block of Iowa Street on the report of a disturbance involving shots fired. Upon arrival, officers located evidence indicating shots had been fired, but the shooter was not immediately located and no one was injured. The subsequent investigation led to the shooter being identified as Blake M. Maurer, 24, of Freeport, IL. A warrant was issued for Maurer on August 25th and he was arrested in East Dubuque on August 26th. He was then extradited to the Dubuque County Jail on August 28th where he’s being held on a $25,000 cash-only bond. Maurer is charged with 2 counts of Intimidation With A Dangerous Weapon, the first a Class C Felony punishable by up to 10 years incarceration and a fine between $1,000 and $10,000, and the other a Class D punishable by up to 5 years incarceration and a fine between $750 and $7,500.

On Tuesday, July 1st, 2014, at approximately 9:00 p.m., Dubuque Police met with assault victim Spencer P. Beaver, 18, of Dubuque, at Mercy Hospital where he was being treated for serious injuries to his head. An hour prior, Beaver was at Comiskey Park (24th/25th & Jackson/Washington Sts.) when he was punched in the face by a suspect unknown to him. Beaver collapsed and the suspect punched him in the face a second time. Beaver sustained a fractured jaw and damage to his teeth. The injuries to his mouth and ears are likely permanent. The subsequent investigation (predominately tips from citizens and social media) led to the positive identification of suspect Thomas C. Grant, 20, of 1461 Bluff Street, Dubuque. An arrest warrant charging Grant with Assault Causing Serious Injury was applied for and issued on August 28th. Early on August 29th (at 12:43 a.m.), Grant was located at his residence and arrested. He is being held in the Dubuque County Jail on a $5,000 cash/surety bond. Assault Causing Serious Injury is a Class D Felony, punishable as described above.

As with any criminal case, the charges filed are allegations and any suspects are presumed innocent until convicted in a court of law.
