The first officer on scene located the victim, Colleen M. Bartels, 40, of 17705 Middle Road, Dubuque, on the ground immediately outside of her legally parked 1999 Chevrolet truck. Bartels was suffering from leg injuries and the driver’s side of her truck had significant damage.
