[ARCHIVED] Man Arrested & Charged with Kidnapping

On March 25th, 2015, at approximately 4:09 p.m., Dubuque Police responded to the report of a possible abduction attempt.

Officers met with an eleven year old girl and her father who reported she was walking home from school in the 2300 block of Green Street when she was approached by a man she did not know. The man grabbed her and pulled her between two houses. After a brief struggle, the girl got away, ran home and immediately told her father. The ensuing investigation identified the suspect as Robert L. Robbins, 20, of 2425 Green Street (a residence owned by DAC, Inc. of Maquoketa). During an interview with police, Robbins admitted to the above actions and stated his intent was to abuse the girl.

Robbins was arrested and charged with Kidnapping 3rd Degree, a Class C Felony punishable by up to 10 years in prison and a fine between $1,000 and $10,000. He remains in custody at the Dubuque County Jail with bond set at $50,000.

As with any criminal case, the charges filed are allegations and any suspects are presumed innocent until convicted in a court of law. Initial information indicated 2425 Green Street was affiliated with Hillcrest Family Services but that is not accurate.
