On Thursday, April 30th, 2015, at 10:30 a.m., Dubuque Police responded to the intersection of Dodge and Locust Streets on the report of a pedestrian struck by a semi.
Upon arrival, emergency responders determined the pedestrian was deceased. Portions of the intersection were partially closed during the investigation and officers attempted to divert traffic until the intersection was reopened at 12:55 p.m. The pedestrian, a 45 year old female, was walking south attempting to cross Dodge Street in front of a westbound semi that was stopped at the red light, waiting to turn left (or south). As the light turned green, the semi proceeded forward and turned onto Locust Street, apparently unable to see the pedestrian still in the intersection. The driver of the semi was identified as Dennis M. Schulte, 48, of South Amana, Iowa. The pedestrian has been identified as Kelly Schuster of 135 Hill Street in Dubuque. East Dubuque Police assisted with traffic control and the Iowa Department of Transportation assisted with the investigation. No charges have been filed and the investigation remains ongoing.
