On February 3rd, 2017, at 7:34 a.m., Dubuque Police responded to a disturbance involving shots fired in the 2100 block of Jackson Street. As officers arrived they were directed to the alley east of Jackson Street where they located an adult male, later identified as Fred Jenkins III, 32, of Chicago, Illinois, with a gunshot wound to his upper leg. The initial investigation revealed there was an argument between Jenkins and another adult male inside 2150 Jackson Street. The argument escalated to a physical altercation that moved outside. During the altercation, Jenkins was shot in the leg. He was transported to Finley Hospital for treatment of his injury which is not believed to be life-threatening. The man believed to have fired the gun was gone upon police arrival. A suspect vehicle description was dispersed to surrounding law enforcement agencies and the vehicle believed to be related to this incident was stopped in Elizabeth, Illinois. The driver, identified as David M. Caldwell, 26, of Chicago, was arrested on charges unrelated to the shooting. Caldwell was interviewed regarding his possible involvement in the disturbance and ultimately confessed to shooting Jenkins.

Caldwell remains in custody in Illinois and will face charges of Willful Injury and Reckless Use of a Firearm, both Class C Felonies (due to causing serious injury), once extradited back to Dubuque. A Class C Felony is punishable by incarceration up to 10 years and a fine between $1,000 & $10,000. The investigation remains ongoing.
