    1. Energy Savers Program Application

      The Energy Savers Program helps income-eligible households replace old or inefficient heating systems and water heaters. We provide a qualified contractor and cover labor and material costs.

      Who Can Apply?

      • Income-eligible homeowners 
      • Landlords with income-eligible tenants
      • Note: The program is not currently available to mobile home owners.

      Program Benefits

      • Up to $7,500 for heat source replacement
      • Up to $5,500 for water heater replacement
      • Dollar amounts may change based on market fluctuations

      Income-Eligibility Guidelines
      Eligible properties must be occupied by households earning 80% area median income or less.

      • 1-Person Household: $57,550
      • 2-Person Household: $65,750
      • 3-Person Household: $73,950
      • 4-Person Household: $82,150
      • 5-Person Household: $88,750
      • 6-Person Household: $95,300
      • 7-Person Household: $101,900
      • 8-Person Household: $108,450

      Additional Requirements

      • Household's current heat source and/or water heater must be more than 10 years old, in disrepair, or less than 80% efficient.
      • Dwelling must be generally code-compliant. For example, pass a visual lead hazard assessment or rental inspection within the last two years.
      • Occupant must have utility bills in their name and agree to authorize the City access to energy usage data from Alliant Energy and/or Black Hills Energy for 24 months before and after installation.
    2. Required Documents

      For this application to be considered complete, the following documents must be submitted to the Office of Sustainability through the provided secure link or in person at City Hall, 50 W. 13th St.

      Required Documents

      1. Tax Returns and W-2s
        Provide your most recent tax return and W-2s for everyone in the household age 18 or older.

        If you are self-employed, provide two years of tax returns and W-2s.

      2. Pay Stubs
        Submit pay stubs for the last six weeks for all household members age 18 or older.

      3. Social Security Benefits (if applicable)
        If you receive Social Security benefits, provide a copy of your most recent award letter. 

        To request a copy, contact the Social Security Administration at 1-800-772-1213.

      4. Other Sources of Income
        If anyone in the household receives other income (such as pension, Family Investment Program (FIP), rental income, etc.), provide documentation for those sources.

      Required Photo Documentation
      At the end of the application, you will need to upload:

      • A clear photo of the appliance label showing the serial number.
      • A photo of the entire appliance (front view).

      Notice to Landlords
      If you are applying for a rental unit:

      • Your current tenant must submit the required documentation using the secure link provided or deliver it in person.
      • At the end of this application, you will need to upload a signed copy of the current lease agreement.

      The City of Dubuque reserves the right to deny applications submitted by applicants that are not in good standing with the City of Dubuque. Applications are not complete until all documentation is received.
