The Energy Savers Program helps income-eligible households replace old or inefficient heating systems and water heaters. We provide a qualified contractor and cover labor and material costs.

Income-Eligibility GuidelinesEligible properties must be occupied by households earning 80% area median income or less.
Additional Requirements
For this application to be considered complete, the following documents must be submitted to the Office of Sustainability through the provided secure link or in person at City Hall, 50 W. 13th St.
Required Documents
Pay StubsSubmit pay stubs for the last six weeks for all household members age 18 or older.
Social Security Benefits (if applicable)If you receive Social Security benefits, provide a copy of your most recent award letter. To request a copy, contact the Social Security Administration at 1-800-772-1213.
Other Sources of IncomeIf anyone in the household receives other income (such as pension, Family Investment Program (FIP), rental income, etc.), provide documentation for those sources.

The City of Dubuque reserves the right to deny applications submitted by applicants that are not in good standing with the City of Dubuque. Applications are not complete until all documentation is received.
List all occupants living in the household, including yourself. For each occupant, include: first and last name, date of birth, relationship to you, and place of employment (if 18 or older).
If yes, you will need to submit a copy of most recent year tax return to our office.
If no, submit to our office a copy of all that apply: W-2, six consecutive pay stubs for wages/salary, bonuses, social security benefit information for all persons residing in the household, pension benefit information, rental income and any other income, etc.

The utility customer (owner and/or tenant) must sign an information disclosure agreement in order for the City to access energy usage data for 24 months before and after installation of the energy efficient appliance. Purpose: I/We have applied for program with the City of Dubuque Department of Sustainability. As part of the application process, the City may verify information contained in my/our application and in other documents required in connection with the program at any given time or as part of its' quality control program.
Authorization: I/We authorize you to provie the City of Dubuque with any and all information and documentation that they request. Inquiries may be made about, but not limited to the following: Employment history and income, income from child support, unemployment, alimony, etc; Bank information, credit report/history, retirement accounts, pension funds, life insurance, money markets, etc; Utilities companies for past, present and future billing (Alliant, Black Hills, City of Dubuque. etc.)
