Funding Programs
Since 2005, the City of Dubuque has awarded over $4.1 million to Dubuque-based arts and culture organizations and creative projects that reach thousands of Dubuque adults and children each year while enhancing the vibrancy and vitality of our community.
The Capacity Building Grant Program provides funding to support initiatives that aim to create a more sustainable and effective organization. Eligible organizations may apply for grants of up to $8,000 to support capacity-building initiatives. The organization must maintain a cash operating expense budget, exclusive of other City of Dubuque grant support, of no less than $10,000 per year. A total of $35,000 in funding is available. This is a biennial grant program.
The FY27 Capacity Building grant application will open on March 27, 2026.
The Special Projects Program cultivates unique and innovative public-facing creative arts and cultural experiences that prioritize community engagement and active partnership in which all parties may experience change and growth. Successful Special Projects proposals will provide evidence that the project advances City goals and priorities. This is a biennial grant program.

This program offers limited, unrestricted operating support to eligible arts and cultural non-profit organizations operating within Dubuque city limits that demonstrate a commitment to serving the community through access to arts, arts education, and cultural heritage experiences. The Operating Support program aims to increase the community's access to a wide range of inclusive and diverse arts and cultural experiences that support economic activity, empower community engagement, and cultivate an equitable community of choice.
