Waiting List Update
The Housing Choice Voucher Waiting List is currently closed.
Waiting list opening is dependent upon funding availability. There is no definitive timeline as to when the waiting list will open again. Please check back in Spring/Summer 2026 for updates. Thank you.
When the Waiting List Opens
- The waiting list opens only on the second Tuesday of each month, and only for 24 hours.
- Applications are accepted from 12:00 a.m. to 11:59 p.m. (CST) on that day.
- All applications submitted during this time are entered into a random lottery to determine if they will be placed on the waiting list.
Important: This is not a first-come, first-served process.
Everyone who applies during the 24-hour window has an equal chance through the lottery.
How to Submit Your Application
- Online: Apply online
- By Mail (USPS): Must be received on the day the list opens.
- By Fax, Email, or In-Person: Must be received by 4:30 p.m. CST on the day the list opens.
What Happens After You Apply
- If your application is selected in the lottery, you’ll receive a letter confirming your placement on the waiting list.
- If not selected, your application will be removed. You’ll need to reapply the next time the list opens.

Project-Based Voucher (PBV) Program
Seniors and persons with disabilities who are income-eligible may qualify for rental assistance at 17 specific units located at the Rose of Dubuque, an assisted living facility located at 3390 Lake Ridge Dr.
Discounted City Utilities
The City offers income-qualified residential customers a reduction in monthly fees for all four City utilities (water, sanitary sewer, refuse collection, and storm water) of up to 50% of the base rate. Learn more and apply.
Electric and Gas (Heating) Assistance
The Low-Income Home Energy Assistance Program (LIHEAP) is a federally-funded program designed to assist low income families meet the cost of home heating by providing a one-time payment to the heating utility. Contact HACAP for more information.
If you have an electric or gas disconnect notice, missed a pay arrangement, need help getting reconnected, or at 30% or less in LP, you may qualify for assistance through the energy crisis program. Contact HACAP for more information.
Reach your goals while saving money!
The Next Level Savings Program is a five-year voluntary Family Self-Sufficiency Program (FSS) available to families and individuals who currently receive a Housing Choice Voucher (HCV) also known as a Section 8 Voucher. It is designed to assist you in setting and reaching your personal, financial, educational, and employment goals while potentially saving thousands of dollars. Past graduates have earned an average of $6,500. Learn more!
Housing Choice Voucher Home Ownership
If you have a housing choice voucher and want to become a homeowner, the City and HUD can assist you so that instead of payments going to a landlord, your assistance payments go to your mortgage lender. Learn more!
