Purchase of Services Grant

The Purchase of Services Grant (POSG) Program is designed to provide support for human service programs in the City of Dubuque that further the City’s goals, objectives, and priorities. Not-for-profit organizations located in Dubuque and providing year-round human services programs are eligible to apply. Grants are awarded by the City Council based on recommendations from the Community Development Advisory Commission.

FY24 Grant Applications Open Monday, April 10

Purchase of Services Grant applications for Fiscal Year 2024 are now open. Please review the FY24 Purchase of Services Grant Guidelines. Applicants can request no less than $2,500 and no more than $25,000 per program. Applications are due Thursday, May 4, 2023, at 5 p.m.

Grant Applicant Workshop

The City will host three workshops for potential applicants. Attendance at one of these workshops are encouraged, but not required. An in-person and virtual workshop options are being offered. View Slide Deck from POSG Applicant Workshop

  • In-person: Tuesday, April 18, 10 - 11 a.m. at the Housing and Community Development Department, Historic Federal Building, 350 W. 6th St. 
  • Virtual: Friday, April 21, 1 - 2 p.m.
  • Virtual: Thursday, April 27, 3 - 4 p.m.

Grant Timeline

  • Monday, April 10: Applications Available
  • Thursday, May 4: Applications due by 5 p.m.
  • Wednesday, May 17: Funding recommendations reviewed by Community Development Advisory Commission; funding recommendation for City Council
  • Tuesday, June 20: Funding recommendation goes to City Council for approval
  • Saturday, July 1: Funding agreements become effective

Funding Recommendations

Grant Reporting

Reports are submitted quarterly and are due on the 15th of the month following the 3rd, 6th, 9th, and 12th months of the grant contract.
