Purchase of Services Grant

The Purchase of Services Grant (POSG) Program is designed to provide support for human service programs in the City of Dubuque that further the City’s goals, objectives, and priorities. Not-for-profit organizations located in Dubuque and providing year-round human services programs are eligible to apply. Grants are awarded by the City Council based on recommendations from the Community Development Advisory Commission.


FY26 Grant Application

The Purchase of Services Grant application for Fiscal Year 2026 is closed. 

Grant Application Workshop

The City will host workshops for the FY27 Purchase of Services applicants.  Dates and times to be determined.  

Attendance at one of these workshops is encouraged, but not required. If you select a virtual workshop, an email with a link for the virtual session will be sent the day before the virtual workshop is held.

Grant Reporting

Reports are submitted quarterly and are due on the 15th of the month following the 3rd, 6th, 9th, and 12th months of the grant contract.
