The Water Distribution Services team is responsible for maintaining and repairing the city's water infrastructure. This includes:

  • Repairing water main breaks
  • Installing water mains, control valves, and fire hydrants
  • Maintaining division grounds
  • Supporting other divisions within the Water Department

System Overview

Dubuque’s water distribution system includes:

  • 330 miles of water mains
  • 8,008 control valves, and 
  • 2,606 fire hydrants

Additional Services

Bulk Water

Bulk water is available at 925 Kerper Court. To access it:

  1. Pick up a water card at our office (no charge).
  2. Call at least one day in advance to request and activate your card.
  3. Training on the system is provided when you pick up the card.

Each card is tied to a specific truck. If you operate multiple trucks, you’ll need a card for each one.

Required information:

  • Billing address
  • Contact name and phone number

Hose Connections

  • Top fill: 4” overhead hose (permanently mounted)
  • Side fill: 2½” male cam lock fitting (bring your own hose and connector)

Hydrant Meter Set Up

We offer two hydrant meter sizes:

  • 2” with a 2 ½” NST Fire - male fitting
  • 1” with a standard garden hose hook-up

You must provide your own hoses and fittings.

Once installed, only authorized City personnel may turn the hydrant on or off. The meter includes a valve for customer use and can be locked by the customer. Customers are responsible for any damage or freezing of the meter during cold weather.

Call at least one day in advance to request setup. Please provide:

  • Billing address
  • Start and end dates for service

Hydrant Flow Testing

The City of Dubuque Water Department conducts flow tests within the service area. Only City personnel are authorized to perform these tests. Email requests to the water distribution supervisor.

  • Contact name, company, phone number, and address
  • Location/Address of the project site

Processing time:

  • Existing data: 1–2 business days
  • New tests: 5–10 business days (weather permitting)

Water Service for Festivals and Events

The City of Dubuque Water Department provides temporary water service for events within Dubuque. Call 563-589-4304 at least one day in advance. Provide:

  • Billing address
  • Start and end dates for service
  • Customers must supply their own hoses if needed
