Dubuque’s comprehensive plan, "Imagine Dubuque 2037: A Call to Action," was adopted in 2017 following a year of community engagement that gathered over 12,500 ideas from more than 6,000 residents and stakeholders. The plan serves as a policy guide for the community’s physical, social, and economic development. Implementation of the plan recommendations will rely on community participation, partnerships, and collaboration with residents and organizations. This is a call to action!
