Council Member Laura Roussell

Overview

Laura Roussell, of 3224 Bittersweet Lane, was first elected to the Dubuque City Council in November 2019 to represent the city’s Second Ward. She was reelected in November 2023 for a second term.

Background

Laura earned a bachelor’s degree in business and a master’s degree in business administration from Clarke University.  She recently retired as the senior community affairs manager at Black Hills Energy in Dubuque.  Laura and her husband Jon Roussell are parents to an adult son. 

Civic Involvement

Laura is a Dubuque native and very active in serving her community. She is the current treasurer for Hawkeye Area Community Action Agency and has served on their board for many years.   Laura is the founder and Executive Director of Dubuque Trees Forever.  Laura has served on the Dubuque Zoning Advisory Commission and the Resilient Community Advisory Commission.  Additional past civic involvement includes the Dubuque Chamber Business Advocacy Committee, Dubuque Business Leader Equity Cohort, past President of the Dubuque Kiwanis Club and serving on the boards for the Dubuque Symphony Orchestra, Northeast Iowa School of Music (NISOM,) the Almost Home Homeless Shelter, the Dubuque Energy District and her church.  Laura is a violinist and a former member of the Dubuque Symphony Orchestra.
